David Baker is the Director of Missouri Assistive Technology, the state’s federally funded program dedicated to empowering individuals with disabilities through innovative tools and solutions.
With nearly 30 years of experience in the field, David’s passion for assistive technology began when he worked alongside an individual using one of the first commercially available augmentative communication devices. Seeing firsthand how adapted technology can break down barriers, create opportunities, and foster independence, he dedicated his career to advancing the role of assistive technology in daily life.
Angelina Alpert
Research Assistant
University of Missouri – Kansas City Institute for Human Development
Angelina Alpert serves as the Research Assistant on statewide projects focusing on aging and disability at the UMKC – Institute for Human Development. She has key roles in supporting the No Wrong Door Governance Grant and Missouri’s Cross Systems Technology group. Angelina received her Bachelor’s from the University of Delaware where she majored in Human Services with minors in Disability Studies and Psychology. She recently completed work on a Master’s in Public Administration from the University of Missouri Kansas City.

As assistive technology (AT) and related services play an increasingly vital role throughout the lifespan, the need to build AT capacity among individuals with disabilities, family members, providers, educators, and others continues to grow. The AT Academy, a collaborative initiative between Missouri Assistive Technology and the Institute for Human Development at UMKC, offers a structured framework to help individuals navigate and understand AT within the context of the Charting the LifeCourse Planning Pathways to Technology Solutions.
Learning Objectives:
1. Participants will be able to identify key principles of assistive technology (AT) and explain its role in supporting individuals with disabilities across the lifespan.
2. Participants will learn to apply the Charting the LifeCourse Planning Pathways framework to assess and implement appropriate AT solutions for individuals with disabilities.
